Program evaluators help organizations manage resources and make hard decisions about how to weed out ineffective activities, align resources with results, and identify best practices.  For government agencies, non-profits, and businesses this is a difficult task to do by themselves because it could threaten or disrupt existing relationships, established patterns, and resource allocations.  Independent, competent judgement is required, even if the advice given is not always followed.
 
Without hard-nosed evaluation, and the fortitude to execute plans and changes that may be uncomfortable, organizations may become complacent, chaotic, or aimless.  If that happens, organizations can lose credibility and support, but the real victims are the people who need services.
